Detroit Mayor Kwame Kilpatrick announced today his choices to represent him in Gov. Jennifer Granholm's review of the City Council's request that she remove Kilpatrick from office.

Kilpatrick named Sharon McPhail, the city's general counsel, and James Thomas, one of the attorneys on the team handling his criminal defense.
Granholm on Wednesday asked Kilpatrick and City Council President Ken Cockrel Jr. to name legal representatives in the case. Cockrel chose Bill Goodman, who has been serving as the council's independent attorney in its investigation of the text-message scandal.
"It is our belief that as a lawyer and former attorney general, Governor Granholm will proceed with a process that is fair to all of the parties concerned," Kilpatrick spokeswoman Denise Tolliver said in a statement.
The council voted 5-4 last week to ask Granholm to remove Kilpatrick from office because of charter violation it says the mayor committed in his handling of a whistle-blower settlement. Goodman turned the request into Granholm on Tuesday. | |

Re: In the Matter of the Request for the Removal of Kwame M. Kilpatrick from the Office of Mayor of the City of Detroit, No. EO-2008-004-LO
Dear Mayor Kilpatrick and Council President Cockrel:
Yesterday, I received charges against Mayor Kilpatrick, exhibited to me in writing, verified by an affidavit signed by President Cockrel indicating that he believes the charges to be true, and seeking the removal from office of Mayor Kilpatrick as provided under Const 1963, art 7, section 33 and MCL 168.327. Even though the duties imposed upon a governor by these provisions of Michigan law are executive in nature, because the removal power must be exercised by the governor in a manner that affords due process, it has been held that a proceeding for removal of a public officer is a quasi-judicial proceeding.
To assure that any proceeding that may result under MCL 168.327 is conducted in a quasi-judicial fashion and recognizing that in such circumstances I would be functioning in a manner similar to that of a judicial officer, I request that each of you designate counsel or a representative to speak for you in this matter. I ask that this designation be made quickly, as soon as today, if possible.
If you have any questions regarding this letter, please do not hesitate to contact my legal counsel, Kelly G. Keenan...
Sincerely,
Jennifer M. Granholm
Governor | |

Re: Mayor's Scandal: Prosecutor's Decision
Governor request Counsel Governor Jennifer Granholm has requested the names of the legal representatives that will be representing Mayor Kilpatrick and the City Council in Kilpatrick v. City Council ouster proceedings. This however, does not mean that Granholm will do what most Detroiter's want her to do and that's remove Mayor Kilpatrick. Keep in mind Granholm and Kilpatrick were part of the McNamara regime which is still in some part lead by Detroit Medical center CEO Michael Duggan. If you want the Governor to remove Mayor Kilpatrick call her - (517) 373-3400 or (517) 335-7858.

Re: Mayor's Scandal: Prosecutor's Decision
Monica's Baggage Fox2 News did the first of what should be many stories covering Councilwoman Monica Conyers baggage. The story revolved around a sweetheart deal Conyers got on a car for her 17 year old son. The car came from a city contractor, B&T Towing owned by Gasper Fiore. Fiore has the exclusive rights to all City of Detroit towing business

Re: Mayor's Scandal: Prosecutor's Decision
Worthy to appeal Wayne County Prosecutor Kym Worthy will take her fight to recuse the 36th District Court Judges to the Appelate Court. As she stated, because of the requested extension of the preliminary exam to September 22, 2008 given the Kilpatrick defense by Judge Giles, she has time to appeal. That extension, something normal people charged with 8 felonies wouldn't get, could be an indicator of what Judge Giles may do if he is left in charge of the case. We can almost assuredly expect Giles to reduce the number of counts against Kilpatrick and Beatty. Giles, however, has to be careful he's not hanging himself with his own rope in an effort to save Mayor Kilpatrick.

Request to Governor On the other matter strangling our city the Council's request for removal of Kilpatrick will go to Governor Granholm on Tuesday. This along with Councils forfeiture proceedings could be a protracted but necessary experience.

Re: Mayor's Scandal: Prosecutor's Decision
Lakeshore Company linked to Mayor Soon the Detroit Police Department's Central District, located at Woodward and Hancock will be moving to Woodward and East Grand Blvd. The current building has been sold to the owner's of Fishbone's Restaurant. The new home of the Central District will reportedly also house police headquarters. That building at 1300 Beaubien will be vacated for repairs and reconstruction. But return to that building is unknown, if at all. The new Central District building is reportedly owned by Lakeshore Engineering Services. If you recall in 2005 that building was used as campaign headquarters for Mayor Kilpatrick's re-election in fact there were news reports that showed several appointees including current Assistant Chief of Police leaving that location carrying campaign signs and loading them into his city owned vehicle. However records don't reveal any payments made to the owners for rent of space during that period. Lakeshore Engineering, the owners of the new police district are major contributors to Mayor Kilpatrick. The city has signed a 10 year lease on the building that officers report is not designed for law enforcement purposes. If that's not enough, Lakeshore is apparently a major beneficiary of significant water department contracts. In fact Bobby Ferguson is reportedly the minority partner on several significant no-bid and expansion contracts involving the Lakeshore company. Lakeshore also received a contract from the Port Authority to excavate land that the new Port of Call that will be built on the city's water front to welcome cruise ships. Art Blackwell, a Kilpatrick buddy sits on the board of the Port Authority.
