I am amazed at the sheer arrogance of this man.  Not to step down is a glaring example of his character. His applogy, which lacked sincerity was apparent.  If he was truly sorry and had the City's best interest at heart he would step down and allow the City to emerge from this scandal.  Hopefully justice will pervail....
